A State Devises A New And More Efficient Way To Deal With Prostitution

Budgeting time is always difficult for the legislature. What to cut, what to leave alone, and what to expand? How to make too few dollars cover too many programs? This year was no different in our southern, very conservative state.

Looking at spending, someone pointed out the huge amount of money being spent fighting prostitution. Police time, court time, and jail space serving sentences cost a lot. Of that, what was necessary and what could be done a better, cheaper way.

The pimps were, naturally, the real 'bad guys' in the prostitution business. They were the ones taking advantage of young, vulnerable women and overcharging their customers. Yes, the pimps need to be dealt with using courts and prison time, just as they are now.

But, what about the actual prostitutes and their customers; what about them? None of the legislators were interested in legalizing prostitution, so punishment had to happen, but how to do it a better way? Then, the representative from the capital reminded everyone that, in the last session, the legislature had re-legalized the spanking of middle school and high school students in the State and the results had been dramatic. Violence had dropped dramatically in the schools in just a few short months. Maybe something similar would work for prostitutes and their customers.

And so, new legislation for dealing with prostitutes and their customers was introduced and signed.

Pimps would continue to be prosecuted and jailed under the current procedures.

For prostitutes and their customers, counties would establish a place where punishment would be administered. A police arrest report was sufficient to establish guilt. Counties would have to build one or more spanking benches, to the specifications in the law; the quantity needed depending on the volume of prostitution arrests.

Procedure

Immediately after arrest, the prostitute and/or customer would be taken to the place where punishment is administered.

The arrestee is required to remove all clothing.

The arrestee is placed across the spanking bench and secured for punishment. When secured, the arrestee would be bent at the waist at a 45 degree angle with their feet three feet apart and straps holding down the ankles, mid thighs, waist and hands. They should be able to wiggle, but not enough to avoid the strop.

Punishment is administered using a razor strop, 3 inches wide and 24 inches long.

For the first arrest, the arrestee is administered 20 lashes with the punishment strop. Lashes are administered to the buttocks, from the top crack of the butt cheeks to 1/2 way down the thighs between the butt and knees. Care must be taken to ensure the entire area is covered by strokes of the strop.

For each subsequent arrest, the number of lashes is increased by 10.

After punishment is administered, the arrestee is released.

If the prostitute and her customer are arrested at the same time, it is encouraged that they be punishment side-by-side where they can hear the yelping, screaming, and crying of the other, since actions of each of them caused the other to be punished.

For the prostitute, it was hoped that, at the very least, the post-punishment burning and itching in their ass along with the severe bruising would at least keep them off the streets for a few days. For the customer, they would have to explain the condition of their ass to whomever they lived with which would, hopefully, keep them from prostitutes until they had also healed up.

The first day of the new law, at the punishment annex (as they had named it) of our largest county, the first people in were a prostitute and her customer. She was a pretty blonde girl, maybe 19 or 20 years old and he was a fit, middle aged man, maybe 35 or 40 years old.

I was the punishment officer for the girl and one of my colleagues for the man. They were both told to remove their clothing. Both began to protest until I told them they could either undress themselves or their clothes would be removed with a trauma shears, in which case they would be leaving the punishment center nude. They both decided that undressing themselves was the better option.

The girl, despite her occupation, looked embarrassed to be nude in front of strangers while her customer sported a raging hard-on; that'd be gone shortly, I thought. He was going to have other things on his mind. The girl was pretty, with solid tits that didn't really need a bra and a hairless pussy.

They were both instructed to lie over their spanking benches. As I was securing the girl in place, I noticed that her pussy gaped open, a sure sign of too much use. Luckily for him, a hole in the spanking bench had been provided for his hard on to fall through. Under it was a pan to catch the inevitable sperm. One more thing, in our county, the Sheriff had modified the razor strops by drilling several 1/2" holes in them. That caused the skin to bubble through the holes when the strop did its work and caused blisters that lasted long after the rest of the bruising had subsided. His logic, the law didn't say we couldn't and the idea is to make sure the arrestee NEVER wants to come back for a second dose.

Standing on her left, I raised the strop and brought it down on the center of her ass with all the strength I could muster. Her butt cheeks indented and then went back to their shape as the strop bounced off her ass. There was a single, bright red stripe of fire, 3 inches wide, left behind.

At first, all I heard from her was a huge intake of air, but then she wailed like she had been shot. Her butt thrashed around as much as it could in the bindings, until she finally settled down.

At the other bench, I heard a loud CRACK as the strop landed on her customer's ass. He took it a little better, but not much, with a loud, "OUCH".

By the time 10 stokes had been administered, her right butt cheek was turning reddish-purple and he was screaming for mercy. The punishment was having its desired effect. I switched to her other side as did my colleague.

The next 10 strokes had a similar effect on her left butt cheek and, by the time I was done, there wasn't a spot from about 3 inches down her thighs up to her butt crack that wasn't deeply bruised. She had cried so much that all that was left in her was uncontrollable sobbing She wouldn't be sitting comfortably for many many days. His ass was a similar mess and he was screeching.

Both were turned loose and did the "I just been whooped" dance around the room; trying unsuccessfully to rub the fire and itching out of their behinds. All concern about their nudity had been forgotten and, as expected, he had cum forcefully in the pan under his bench. I knew she was wet also; it was a natural response to the pain she had felt.

I told both of them that I hoped not to see them here again; they dressed, and left.

I called the receptionist to find out if there were any more arrestees waiting and was told there was one female. There was no sense in both of us staying, so I let my colleague go home. Then, I told the receptionist to send her in.

This prostitute was a little older; maybe 25, Black, and, from what she said, was resigned to her fate. I got no argument from her when I told her to undress.

I was surprised, when she was naked, because she had fresh stretch marks and her breasts were obviously heavily laden and nipples were leaking milk. I asked her where her baby was and she said with her parents.

Well, after tonight's session, she was going to have more time with her baby. That was for sure.

Six months later, there was a 30% reduction in second offenders among the prostitutes and a 95% reduction among their customers. This program had worked.
